Follow these steps to reduce the latency:

1) use lower value for the stream buffer
2) change the stream format into Direct Streaming (not all devices support this mode)
3) use lightweight VST plugins
4) reduce the number of VST plugins

To reduce the loading time, exclude the Audio Repeater Pro installed directory and VST plugin directory from your antivirus software. Also the loading time can be reduced by closing unnecessary plugin windows.
